Sinclair Community College will host its annual Constitution Day event on Thursday, September 21, 2023, from noon to 1:00 p.m. in the Tartan Marketplace, Building 7, Room 7-006 at the Dayton campus. This year’s event features United States District Court Judge Walter H. Rice who will discuss “The Role of the Federal Judiciary and its Challenges.”
Sinclair’s Constitution Day event is hosted by the Department of Humanities, Government, and Modern Languages. It is free and open to students, faculty, staff, and the public.

On September 17, 1787, the U.S. Constitution was signed by the members of the Constitutional Convention in Philadelphia, Pennsylvania. September 17th is marked as Constitution Day to commemorate the signing of the constitution.
“Sinclair Community College is proud to host Constitution Day, a vital occasion for promoting civic education and fostering a deeper understanding of our nation's foundational document,” said Jennifer Sooy and Kathleen Sooy, Faculty – Sinclair Community College Political Science Department. “We are honored to have Judge Rice as our speaker who will share his expertise on the significance of the Constitution and its enduring relevance in shaping our democracy.”
Judge Rice began his law career as an Assistant County Prosecutor for Montgomery County, Ohio, in 1964. On June 4, 1980, Judge Rice was sworn in as Judge of the U.S. District Court for the Southern District of Ohio, having been appointed to that position by President Carter. Judge Rice served as Chief Judge of the U.S. District Court for the Southern District of Ohio from October 13, 1996, to October 12, 2003. He continues to serve as Judge of the U.S. District Court for the Southern District of Ohio. In 2019, Dayton’s federal building was renamed in his honor as the Walter H. Rice Federal Building and U.S. Courthouse.
